it's amanteaux, who you haven't seen before. if he looks familiar, it's because he's kyo's main donor. that is, his DNA from several hundred years before the storyline starts was embedded into the embryo that became kyo. in short, he's her father. but since he was dead long before she was even thought of, they've never met.
the cheesy teeth were a biomek transplant that only move into that outward position in times of stress. obviously he is not in a good mood in this picture.
